মাননীয় উপদেষ্টা

বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয়

মুহাম্মদ ফাওজুল কবির খান একজন সুপরিচিত অর্থনীতিবিদ, সরকারি কর্মকর্তা ও সাবেক সচিব। তিনি যুক্তরাষ্ট্র, সিঙ্গাপুর ও দেশের বিভিন্ন বিশ্ববিদ্যালয়ে অধ্যাপনার পাশাপাশি বিশ্বব্যাংক, এডিবি, জাইকা, ইউএনডিপি-সহ বিভিন্ন আন্তর্জাতিক সংস্থার পরামর্শক হিসেবে কাজ করেছেন। তিনি ১৬ আগস্ট, ২০২৪ বাংলাদেশের অন্তর্বর্তীকালীন সরকারের বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয়ের উপদেষ্টা হিসেবে দায়িত্ব গ্রহণ করেন। ড. মুহাম্মদ ফাওজুল কবির খান ১৯৭৯ সালে বাংলাদেশ সিভিল সার্ভিসে যোগ দেন। বেসরকারি খাতে অবকাঠামো উন্নয়ন অর্থায়ন প্রতিষ্ঠান (ইডকল)-এর প্রথম পূর্ণকালীন সিইও হিসেবে ১৯৯৮ সাল থেকে ২০০৭ সাল পর্যন্ত দায়িত্ব নিয়ে তিনি এর ভিত গড়েন। ২০০৭ সাল থেকে ২০০৯ সাল পর্যন্ত তিনি বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয়ের বিদ্যুৎ বিভাগের সচিব হিসেবে দায়িত্ব পালন করেন। 



মুহাম্মদ ফাওজুল কবির খান ১৯৮৯ সালে যুক্তরাষ্ট্রের বোস্টন বিশ্ববিদ্যালয় থেকে অর্থনীতিতে পিএইচডি ডিগ্রি অর্জন করেন। সরকারি চাকরি থেকে লিয়েন নিয়ে তিনি ১৯৯২ থেকে ১৯৯৫ সাল পর্যন্ত সিঙ্গাপুর জাতীয় বিশ্ববিদ্যালয়ের অর্থনীতি বিভাগে অধ্যাপনা করেন। এছাড়া তিনি ইউনিভার্সিটি অভ্ ম্যাসাচুসেটস অ্যাট বোস্টন, নর্থ-সাউথ ইউনিভার্সিটি, ব্র্যাক ইউনিভার্সিটি, ইস্ট-ওয়েস্ট ইউনিভার্সিটি ও ইউনাইটেড ইন্টারন্যাশনাল ইউনিভার্সিটিতে পার্ট-টাইম ও ফুলটাইম ফ্যাকাল্টি হিসেবে শিক্ষকতা করেছেন।



তাঁর লেখা (সহলেখক বব পারা) বই ‘ফাইন্যান্সিং লার্জ প্রজেক্ট’ পিয়ারসন কর্তৃক প্রকাশিত ও চীনা ভাষায় অনূদিত হয়েছে। তাঁর দ্বিতীয় বই ‘উইন-হাউ পাবলিক এন্ট্রাপ্রেনিউরশিপ ক্যান ট্রান্সফর্ম দ্য ডেভেলপিং ওয়ার্ল্ড’ ফরাসি ও পর্তুগিজ ভাষায় অনূদিত হচ্ছে। তিনি দুস্থ প্রবীণদের বিনামূল্যে সেবাদানকারী প্রতিষ্ঠান শৈলান প্রবীণ নিবাসের উপদেষ্টা মন্ডলীর একজন সদস্য।

Muhammad Fouzul Kabir Khan is a well-known economist, government official and former secretary. He has worked as a consultant for various international organizations including World Bank, ADB, JICA, UNDP, besides teaching at various universities in the United States, Singapore and Bangladesh.

He assumed responsibility as an adviser to the Ministry of Power, Energy and Mineral Resources of the Interim Government of Bangladesh on August 16, 2024.

Muhammad Fouzul Kabir Khan joined Bangladesh Civil Service in 1979. He laid the foundation for the private sector Infrastructure Development Finance Corporation (IDCOL) by serving as its first full-time CEO from 1998 to 2007. From 2007 to 2009, he served as the Secretary of the Power Division of the Ministry of Power, Energy and Mineral Resources.

Muhammad Fouzul Kabir Khan obtained his PhD degree in Economics from Boston University, USA in 1989. From 1992 to 1995, he taught in the Department of Economics at the National University of Singapore on leave from government service.

He has also taught as part-time and full-time faculty at the University of Massachusetts at Boston, North-South University, BRAC University, East-West University and United International University.

His book (with Robert J. Parra) 'Financing Large Projects: Using Project Finance Techniques and Practices' was published by Pearson and translated into Chinese. His second book 'How Public Entrepreneurship Can Transform the Developing World' is being translated into French and Portuguese. He is a member of the advisory board of ‘Shailan Probeen Nibash’, a free service organization for distressed senior citizens.
